HSE & FIT TO WORK MEDICALS

SEAFARER MEDICALS / OEUK - KENT, Medway & Maidstone Areas

ENG 1 Statutory Seafarer Medical


The ENG1 Medical is a Statutory Seafarer Medical in Accordance with Maritime and

Coastguard Agency Medical Guidelines. The ENG1 Medical provides a certificate of fitness

for seafaring and is required by Merchant Seafarers and other groups as described in the

MCA Guidelines.


ML5 Medical


The ML5 Medical is a Seafarer Medical in Accordance with Maritime and Coastguard Agency

Medical Guidelines. An ML5 seafarer medical fitness certificate to work at sea.


Swedish Seafarer Medical


Commissioned and authorized by the Swedish Ministry for Foreign Affairs to perform

medical examinations and issue Swedish medical certificates for seafarers. 


Norwegian Maritime Medical


Authorised and approved by Norwegian authorities to perform medical examinations in

accordance with the provisions of the Regulations concerning the medical examination of

employees on Norwegian ships and mobile offshore units.


Oil & Gas UK Medical 


The Oil & Gas UK Medical is an offshore medical undertaken in accordance with Oil & Gas

UK (UKOG) guidelines. The UKOG medical is produced to meet the needs and requirements

of the employer.


The Oil & Gas UK Medical Certificate is required by individuals working in the offshore oil

and gas industry as proof of fitness for their particular role.


Fit To Train which may be required as part of the OGUK medical relates to the risk of using

Compressed Air Emergency Breathing Systems (CA-EBS) and is designed to ensure you are

physically fit to use these systems. There is an additional fee for this medical.


Chester Step/Exercise testing may be required by Emergency Response Team Members e.g.

fire-fighting, evacuation etc. There is an additional fee for this test.


RUK Wind Turbine Medical 


The RUK Wind Turbine Medical is an offshore and onshore medical in accordance with

Renewable UK Medical Guidelines.


A RUK Wind Turbine Medical Certificate is required by individuals working on offshore,

onshore & remote Wind Turbine Installations require a Medical Certificate of Fitness as

proof of their fitness to undertake their role. The medical guidelines address the fitness

requirements of working offshore, the offshore environment, accessing installations from

seagoing vessels, other environmental factors such as extremes of temperature and also the

fitness requirements of working at height.


Previously, workers fitness for work in the Wind Turbine Industry was assessed using the

existing Seafarer (ENG1) and Offshore Medical Guidelines (Oil and Gas UK) until the

development of the Renewable UK Medical Guidelines which are specific to the Wind

Turbine Industry.

HSE MEDICALS


MEDICALS UNDER THE Control of Asbestos Regulations 2012


Asbestos work is categorized into two areas, licensed work and Notifiable Non licensed work:


Licensed asbestos work is carried out by HSE licensed contractors and they must have a medical

assessment with an HSE Appointed Physician. These companies and self-employed individuals are

subject to regulation and inspection by the HSE – this direct work, building demolition, asbestos

removal, asbestos coatings, asbestos insulation and asbestos insulating boards, involves greater

potential for exposure to asbestos.


Work with asbestos is regulated by the Control of Asbestos Regulations 2012 (CAR) that came into play on the 6th April 2012; this places a duty of care on employers to maintain a health record for employees who are involved in “licensed work” with asbestos.


If you are self-employed and work directly with asbestos, you are responsible for organising your

own asbestos medical.


At Esplanade Healthcare we offer both licensed and non-licensed asbestos medicals.


MEDICALS UNDER THE Ionising Radiations Regulations 2017


These are statutory medical examinations carried out only by HSE Appointed doctors. IRR medicals are for employees likely to receive an effective dose in exposure to radiation.


It is generally known that ionising radiations are potentially harmful but like all hazardous agents, having adequate control measures in place can guard against the development of unwanted health effects.


The Ionising Regulations require that workers exposed to work related ionising radiation are designated as classified workers and undergo health surveillance. This must be done annually and under the authority of an appointed HSE physician. 


HSE DIVING MEDICAL / PADI DIVING MEDICAL


Esplanade Healthcare Ltd provide both HSE diving medicals and recreational diving medicals. Diving whether for work or recreation makes physical and mental demands on the diver. To promote safety and reduce the risks associated with diving the Diving at Work Regulations were introduced in 1997.

These are administered and enforced by the Health and Safety executive.


Your certificate is signed off by Dr Redman who is on the Approved List of Medical Examiners for

Divers (AMEDs).  


Under the regulations, all people who dive at work must have a valid certificate of fitness to dive (MA2) issued by an AMED Doctor.  Whether you are being assessed for the first time or renewing an existing certificate, Esplanade Healthcare can provide the assessment of whether you are fit to dive.


SAFETY CRITICAL MEDICALS (Fit For Work Medicals)


Safety Critical Medicals are required for the following occupations among others:


  • Fork Lift Truck Driver
  • Driver and Mechanical Handling Equipment Operator
  • Plant Operator
  • Scaffolder/Rigger
  • Roadside (high speed) worker
  • Tunnelling worker
  • Slinger/Signaller/Banksman/Traffic Marshall
  • Confined Space
  • Working at Heights


Safety Critical Worker Medicals consist of the following:


  • A baseline SCW health questionnaire to establish any current or previous Medical/psychological health history.
  • Clinical tests in accordance with Guidelines.
  • Plus specialised tests in case of working at heights & confined spaces.
  • Drug and Alcohol testing as required.
  • The result will be classified as Fully Fit , Fit With Restrictions Or Unfit

SICKNESS & ABSENCE MANAGEMENT - MEDWAY & MAIDSTONE AREAS

Management Referral


Where an employee has been absent for a significant period or for repeated short periods or there is a concern that a medical issue is impairing the employee’s ability to work, you as an employer may need support to manage the situation in a fair and consistent manner.


As an employer, you may choose to refer an employee for an assessment by our occupational health doctor. Where ever possible, we would seek to construct a path for a return to work or to full potential but if necessary, we can support decisions including:


  • Role incapability
  • Early ill health retirement
  • Permanent health insurance eligibility


Employer’s Responsibilities:


  • Ensure that the employee is made aware of reasons for referral to OHS
  • Provide our Health Professional with relevant documentation


It is best practice to make referrals to occupational health with the consent of the employee and agreement as to the reasons for the referral.


It is important that the occupational health adviser is made aware of all relevant facts about a case to ensure that objective advice is given, based on a full understanding of the issues of concern to the referring manager. We use a standard form which is designed to help provide sufficient information and specify the type of advice they are seeking when making a referral.


During the consultation we may ask the employee to consent for us to obtain a medical report from their GP or Hospital Doctor. Any such request will be made in line with the requirements of the Access to Medical Reports Act 1988. The employee will be made aware of the reason for the request for consent in the same way as they would be made aware of the reasons for referral to Occupational Health.


Advice given to the manager will not normally contain confidential medical detail, but is concerned with matters of employment and fitness and may include:


  • The identification of a health problem that may impact on an individual’s work.
  • The potential effects of the problem on current and future performance or attendance.
  • Adjustments to the work place or tasks that would assist in maintaining health and reducing the adverse effects of the health problem on attendance and performance.
  • Whether the advised adjustments are temporary or permanent.
  • Timescales for expected improvement.
  • Opinion on the implications of the Equality Act 2010.
  • The need for further investigation or medical report from treating doctor
  • The potential for an individual to maintain a good attendance record, and if appropriate, suitability for Ill Health Retirement.


Following the consultation we aim to provide the report within 24 working hours.
